Professional Experience

Ellen Ratner is responsible for Project Management for both owner and tenant build-out throughout the Metropolitan Washington, DC area. In this role, she brings clients more than 18 years of commercial tenant design and project management experience. Prior to joining CBRE, she functioned as both a Project Architect and Project Manager for several interior architecture design firms in the DC Metropolitan region. Notable design clients included American Express, Siebel Systems, Oracle, MicroStrategy and Capital One. Design assignments included standard tenant build-outs as well as:  Training Facilities, Call Centers, Data Centers, and Trading Floor requirements.

Ms. Ratner has worked hand-in-hand with both client assigned Project Managers and the General Contractor to ensure the successful build-out of projects ranging in size from 1,000 RSF to 130,000 RSF. Additionally, she has worked with several national clients completing projects in many U.S. states, thus giving her the experience to deal with the challenges in doing design and construction projects in various jurisdictions, as well as, dealings with large corporate users. Her commitment to client/owner satisfaction has led to many successful projects, repeat clients and long lasting client relationships. Her government experience includes Fairfax County DOT, and Metro Washington Airport Authority, renovation projects for FEMA. Her lawfirm experience includes multiple projects for Jackson Lewis, LLP, Harrity & Harrity, LLP, Shoun Bach, Walinsky & Curran, Leach Travell Britt, PC, MG-IP Law, and Sack Harris & Martin, PC.  Her association experience includes Claude Moore Charitable Foundation, National Parks Conservation Association, Center for International Private Enterprise.

In addition to managing tenant build-outs for both Tenants and Ownerships, Ellen has also had the opportunity to work on various Capital Expenditure projects at multiple building sites, including Elevator Modernizations, Garage Renovations, Cooling Tower Replacements, Fountain Repair work, Building Common Area and Restroom ADA Upgrades, Parking Lot Re-striping, and Wayfinding.

Thomas Properties Group

Ownership representation of approximately 600,000 RSF, at (3) different buildings over a 2 year period.  CBRE managed both tenant and capital projects such as Parking Garage Wayfinding and Re-striping, Building Standard Elevator Lobby and Restroom Design Standards and Implementation while buildings were occupied.  CBRE provide both the Ownership and tenants a single point of contact during the design and construction process.

BlackRock Realty Advisors

Ownership representation, over the past 4 years, for (3) buildings in an occupied Corporate Office Park, totaling approximately 345,000 RSF.  CBRE managed all tenant and Capital Projects for the Ownership.  Individual Capital Projects include Elevator Modernization of (3) elevators, ADA and finish upgrades for four floors of Common Restrooms at one building, coordination and oversight 4 floors of Base Building Restrooms and a new 4-story atrium lighting and ceiling installation at one building.  Tenant projects include Design and Construction Management for Lockheed Martin to downsize a 20,800 RSF Cafeteria Renovation to approximately 9,000 RSF- while keeping the cafeteria fully operational during construction, Construction Oversight for 45,000 RSF tenant, Design and Construction Oversight for +/- 8,000 RSF tenant, Loral Skynet, Investorplace Media, Healthcare IT, .

Federal Network Systems

Ownership representation for a 45,000 SF renovation, on (2) floors, in a multistory building.  The scope included phasing the project with the tenant and GC to do full finish upgrades, carpet, base, tile, and paint throughout, installation of Pre-action in main LAN Room, and Restroom Renovations on the full floor occupancy, to meet ADA guidelines.

BEA Systems, Inc.

BEA Systems needed to move to a new space due to lease expiration.  This space was approximately 24,000 RSF and the original budget was approximately $96.25 / RSF, inclusive of hard, soft, furniture, IT, and construction costs.  In representing BEA Systems on this transaction, CBRE worked with them to hire the Design Team as well as handled the GC Bid and Selection process.  During the Construction phase, BEA decided that they needed to have redundancy with the cooling units for the LAN Room.  Both the design Team and GC worked together to specify a product that was within budget and could meet our current schedule.  Based on the final build-out, which was delivered on schedule, the overall project cost was approximately $94.00 / RSF, delivering a savings to BEA Systems of over $55,000.00.
