"The Texas A&M University System (“A&M System”) needed an outside firm (“consultant”), to independently validate and verify a proposal from a respondent to an RFP, for a public-private partnership for the development of a data center, a network operations center and other value added cyber-related amenities, services and capabilities at the Texas A&M RELLIS Campus. This independent validation and verification necessitated that the consultant evaluate: 1) the need for a data center located in the Brazos Valley, 2) the respondent’s proposed customer marketing plan for filling up the data center, 3) the reputation and financial sturdiness of the respondent (based upon both public and proposal-specific data), 4) the engineering viability of the proposal (water, power, space, and fiber needs), 5) the financial viability of the proposal (i.e., the proposed funding model, the proposed revenue share model, the proposed marketing strategy, and the proposed services model), and 6) the overall value of the proposal.
