Professional Experience

Mr. Powell has over 22 years of experience providing real estate services, such as appraisal and portfolio reviews, financial and feasibility analysis, and strategic organizational studies for private and public clients. He has worked extensively with federal government clients including the Department of Labor (DOL), the General Services Administration (GSA), and the Department of Agriculture (USDA).

For the past 13 years, Mr. Powell has worked exclusively with the Department of Labor as an Asset Manager and Director of Real Estate Services for the Job Corps program.  He oversees their real property portfolio, comprised over 26 MSF, working with in-house contractors and DOL representatives to provide the necessary support to DOL’s Senior Real Property Officer to meet the directives of Executive Order 13327 (Federal Real Property Asset Management) and any other real property matters.

As Director of Real Estate Services, Mr. Powell provides “cradle to grave” asset management functions for the Department of Labor’s Job Corps real estate portfolio, with an estimated replacement value of more than $7.0 billion.  The portfolio is comprised of 125 educational campuses, located on 7,700 acres of land nationwide.  Mr. Powell serves as the liaison between the Federal Government and its public and private entity contractors on all real estate related matters, providing financial, legal, and operational analysis and formulating recommendations for government review.

Prior to joining CBRE, Mr. Powell was a Senior Vice President with Delta Associates, a subsidiary of Transwestern, where he performed similar duties within the DOL portfolio.  Mr. Powell was also a Senior Associate with the Leib Group LLC where he worked with municipal, quasi-government, and private clients to assess public/private financing strategies and garner public support for urban renewal projects involving commercial, cultural, and recreational land uses.  In previous positions during his seven year tenure with Arthur Andersen LLP, he was a Project Manager in the Business Consulting and Professional Sports Industry Group and a Senior Consultant in the Real Estate Advisory Services Group.  His experience since 1993 includes real estate market and project feasibility analysis, economic and fiscal impact studies, asset valuation, and various consulting assignments throughout the United States.

Mr. Powell is a former member of the Federal Real Property Association.  He has completed coursework in federal Lease Acquisition Training, Cost and Price Analysis of Lease Proposals, and Federal Real Property Lease Law.
