Meet the Mid Atlantic Project Management Team

Jerry Reich | Managing Director, Mid-Atlantic - CEP Americas | Critical Facilities | Practice Leader 
As Managing Director of Project Management, Jerry Reich is responsible for managing and directing over 50 project managers managing all CBRE Institutional, Transaction and Corporate Account construction projects for the Washington, DC, Virginia and Maryland region.

Chris Ruschaupt | Director
Chris Ruschaupt is responsible for major alterations and new construction projects for corporate clients. His specific responsibilities include presentations, proposals, scheduling, management of field personnel and project managers, coordination of trades, supervisors, labor force, and logistics, and the expedition of projects from the onset to final completion. These projects range from minor alterations to multi-million dollar projects. 

 

Jerry Luczka | Director
As a Director, Gerald Luczka has over 25 years of construction experience in both health care and commerical markets. Mr. Luczka provides project management services to clients in Washington, DC as well as suburban Virginia and Maryland. Mr. Luczka is responsible for retaining the project consultants and contractors, budget creation and cost control, project financial reporting, contract administration and project close out. He also works closely with CBRE’s Mid Atlantic Asset Service Division which has capital projects totaling  $33,000,000.  Creating value for our clients Mr. Luczka directs the “bundling” of projects to achieve the best possible price for CBRE clients.

David Osborne | Director
David Osborne is Director of Project Management for CBRE in the Washington, DC metro area, representing CBRE’s Global Knowledge Network for Critical Environments and Facilities. In this role he serves as a technical consultant and resource to project teams engaged in critical facilities projects, including data centers, call centers, network operations centers, and other mission critical sites, throughout North America. In addition he acts as an advisor on CBRE Project Advisory Review Teams for large, complex projects.

 

Christine Acampora | Director
Christine Acampora is a Director in the mid Atlantic region focused on sustained excellence.  She is the Implementation Leader for the CCM Initiative which is a nation-wide certification program for Project Managers.  She also enjoys managing a wide range of projects for various clients on behalf of CBRE.

Kim Dorsey | Senior Project Manager
Kim Dorsey is responsible for Project Management in both owner and tenant build-out projects throughout the Metropolitan Washington, DC area.  In this role, she brings clients more than 20 years of managing design and construction projects.  Her primary experience is in renovations and tenant fit-up projects, with exposure to strategic planning, leasing and transactions.  Additionally, Kim has managed branding initiatives, installing a new sign program throughout a hospital campus setting.   Kim is able to handle a multitude of projects ranging in scope, complexity and budget.

 

Sybil Freedman | Senior Project Manager
In her role as a Senior Project Manager, Sybil Freedman evaluates each client’s expectations and needs.  Based on the project requirements for planning, design, pre-construction, construction and post-construction, she implements a customized approach for project oversight.  Her specific responsibilities include lease review and comment, budget creation, master project schedule development/tracking, identify/manage key consultants, meeting coordination, and reporting.  She immerses herself as true tenant’s representative to ensure contract compliance and mitigate risk.

Kenneth Garrett | Senior Project Manager
In his position as Senior Project Manager, Kenneth Garrett is responsible for supervising base building renovations and tenant build-out projects throughout the Washington, DC area.  In this role, he coordinates closely with the architect, general contractor and subcontractors to ensure completion of the project within the established budgets and on schedule.

Ellen H. Ratner | Senior Project Manager
Ellen Ratner is responsible for Project Management in both owner and tenant build-out projects throughout the Metropolitan Washington, DC area.  In this role, she brings clients more than 14 years of commercial tenant design experience.  Before joining CBRE, she functioned as both a Project Architect and Project Manager for several interior architecture design firms in the DC Metropolitan region, most recently with OTJ Architects.

Lisa Thompson | Senior Project Manager
Lisa Thompson is responsible for Project Management in both owner and tenant build-out projects throughout the Metropolitan Washington, DC area.  In this role, she brings clients more than 8 years of project management experience.

Terri Wolfe | Senior Project Manager
As a Senior Project Manager, Terri Wolfe i
s responsible for projects in Maryland and the Metropolitan Washington, DC area, representing tenants and ownerships. She manages projects for many corporate, technologies, financial services, government, and health care clients. In these projects, tasks include programming, architect selection, design oversight, general contractor selection, project planning & coordination, construction management, relocation management, and project closeout.

Chris Dixon | Assistant Project Manager
In his role as an Assistant Project Manager, Christopher Dixon assists in the daily coordination of team activities for the Project Management group in the Baltimore/Maryland region.  In addition, he supports planning and management for clients’ relocation activities.

 

Matthew McShea | Assistant Project Manager
Matthew McShea is responsible for major alterations and new construction projects for numerous clients. His specific responsibilities include proposals, proposal evaluation, cost control, management of field personnel and project managers, coordination of trades, supervisors, labor force, and the expedition of projects from the onset to final completion. These projects range from minor alterations to multi-million dollar projects.  In addition, Mr. McShea handles negotiating, organizing all compliance matters and contract issues, permit application approvals, trade scheduling, quality control of work in place, punch list completion and tenant move-in.

Kelly Dulli | Project Coordinator
Kelly Dulli is supports the daily project coordination activities for the Project Management group in the greater Washington, DC region. In her role, she manages vendor relations, creates and executes contracts, and oversees the file system. She also provides accounting and HR support to the mid-atlantic project management team.
