Jayne Hulbert is the President and Managing Director of CBRE HMF, Inc., CBRE's HUD FHA multifamily lending platform. Ms. Hulbert has more than 30 years in commercial real estate with an emphasis on the HUD FHA debt products and is experienced in all aspects of multifamily housing and health care facilities including finance, development, construction and asset management/servicing.
Ms. Hulbert joined CBRE in 2007 and was the Head of Production at CBRE for HUD FHA multifamily and healthcare construction and permanent debt products. Prior to joining CBRE, Ms. Hulbert originated HUD FHA loans and other debt products at Deutsche Bank Berkshire Mortgage.
Ms. Hulbert has provided financial and development advisory services to clients utilizing a wide range of multifamily and healthcare finance programs, including HUD FHA mortgage insurance, tax exempt mortgage revenue bonds, and low-income housing and historic tax credits. Ms. Hulbert held numerous positions with the U.S. Department of Housing and Urban Development (HUD) in San Francisco including the Director, Housing Development/Chief Underwriter for HUD FHA multifamily and single-family programs. During her tenure with HUD, Ms. Hulbert also served as the Deputy Regional Housing Director in San Francisco and Manager of HUD’s Honolulu office. She has underwritten and analyzed well in excess of a billion dollars in FHA multifamily and healthcare mortgage insurance and other debt products.
